Spanish government has aproved today 198 aditional legal rules for fight against climate change in years 2008-2012. The most popular ones will be:

1) Tax levels over car purchase will depend on emissions. Its principle is "higher pollution, higher taxes". Under 120 CO2 grams per kilometer cars will be tax-free. Over 200 grams will pay 14.75%

2) Fuel for cars must contain, at least, 5.83% of bioethanol or biodiesel.

3) Saving plan for 87.9 Million tonnes of fossil fuels

4) in 2006, wind represents 9% of electricity source while solar, hydro and biomass count for 17%. Investments of 2.5 billion euros should increase that rate up to 50% in 2012. More focuss on eolic and solar sources.

Government didn't treat fresh water issues because its management depends on the water agency, built by both central government and area governments. Government communicated that it plans investments for 2008-2012 for more desalinization plants, more recycling plants and new pipelines.

No change planned for "business oriented little plants" for villages and towns.

IU (leftist party) told that those rules are not enough. In particular, regarding taxes, because they affect just to cars, and regarding energy saving.

PP (conservative party) didnt comment those rules (probably it means agreement)
